Clean up wind package ( PSSE) #14

The wind package for PSSE is very messy with a lot of sub components that should be moved out of the package and to the NonElectrical package or to the Example package.

Packages with wind models type 3 and 4 are cleaned up and updated (some more work is required, see issues #85 #86 #91 #92).
