Load used in conversion from Eurostag #61

As we agreed with you and Sébastien in the issue #58 we add the PwLoadVoltageDependence model.

Regarding the your last comment I didn't know it and I was following the same structure as the other packages. If it is "spam" I agree with you and it can be cleaned.
