What does this change address? We want to use the latest available dependencies.

How does this change work?

• Install latest available packages not requiring changes.
• Add resolution to move @types/trusted-types (installed by lit-html) forward to a version that doesn't have a conflicting type with React (TrustedHTML)
• Remove deprecated/stagnant cem-plugin-readonly package, which appears to be no longer need as the build output still contains the readonly properties we expect.
