AtBat app changes the maximum volume, if it is closed with less than maximized volume, subsequent apps see only that as the maximum volume (cross-app therefore system bug?)

What steps will reproduce the problem?
1. Play a game with MLB AtBat
2. Turn the volume down (off even)
3. Play a video with Netflix

What is the expected output? What do you see instead?
The max volume is now the volume set in step 2. above even if it is muted (then 
of course there is no longer any sound).

What version of the product are you using? On what operating system?

Please provide any additional information below.
I know this could be a problem with the MLB atBat app but it shouldn't be able 
to fix a setting (volume/apparently max volume) for the system such that it can 
be carried over to another app. Since it is a cross app issue I decided to 
submit it as a ChromeCast bug.
