I have this error on a fresh Debian 12 install: E: Frozen packages have been modified and -y has been used in --allow-change-held-packages.

Thanks for letting me know.
This was my bad. A few says ago I'd added a package hold for Ubuntu so tomcat does not get upgraded above v9 when running apt updates, but I also mistakenly added the same hold to Debian 12 (which does not need this as its using an old-stable repo to install tomcat9.) Its fixed and working now, so so please try again.
