This PR adds a few preprocessors to perform various tasks:

Add a 'length'-tag to a way
Add tags onto members of relations, based on the relation
Add tags based on an external dataset, e.g. a .csv-file
Exfiltrate data (e.g. to save certain features or tags) to be able to use them afterwards or to save them to file

They cannot be configured yet
