No targets found in Author/Editor Role #18

I've made a user that has both editor and author roles and configured the role so he can send notifications via the cms but he cant find any targets even though he can see and create topics. image image image

Steps to reproduce, build the app and install fcm notifications. Make a user with author/editor role.
