Portal should fail to start if database connection is not available #334

Currently, upon bootstrap of the application the Guice injection process throws Exceptions if the database is not available, such as:

It would be cleaner to not have these exceptions during injection but when starting the individual services. In the end, starting Portal should fail if one of the services fails.

It seems there is currently no way to achieve this behavior as Guice persist swallows all exceptions that arise while bootstrapping.
