ITOM Start-Up Folder #211

Should we habe a user specific ITOM startup-Folder, that is independent of the installation folder, such as in Matlab, Mathematica and Jupyter Notebook?

In windwos it is usually det by default at:

/Users/[username]/MATLAB

I would propose similar default folder. In the deinstallation process we can than ask the user, if he wants to remove also the data in this folder.

This specific startup folder would only hold for the "very" first startup of itom. After the 2nd start, the current directory of the previous session is used. Is this ok? It is worth to implement the new behaviour only for this first, first startup?
