telegram lib #232

Version must be

git+https://github.com/python-telegram-bot/python-telegram-bot.git@v12.8

because latest doesn't work with python 3.5

The version must be set in DINAR https://github.com/itpp-labs/sync-addons/blob/13.0/.DINAR/image/dependencies/pip.txt (v12 at least)

Plus we have to make a note in installation instruction of Sync Studio.

Ideally, we need to switch to this lib instead https://github.com/eternnoir/pyTelegramBotAPI

We should switch to another lib, then this issue could be closed :slightly_smiling_face:
