sync_telegram: handle error "bot was blocked by user" #330

ValueError: <class 'ValueError'>: "<class 'telegram.error.Unauthorized'>: "Forbidden: bot was blocked by the user"

Solution should post message in odoo channel informing that message is not delivered.

Also, the update should archive (hide) such channels
