Move documentation on building from wiki to repository #1

Right now, there is some documentation from @krystophny how to build NEO-2 from scratch on https://itp.tugraz.at/dokuwiki/doku.php?id=plasma:neo-2 . It would be better if this was in a BUILD.md or INSTALL.md inside the repository, and just the institute specific stuff (e.g. where the docker image is located) remaining on the wiki.

Have to figure out how to relate a commit message to an issue automaticly.

Commit 4bd98cc8c2a6 relates to this issue: adds file Build.md. The wiki page has not been changed so far, as the only information from it in the file is the list of dependencies.
