Add toggles and options when creating a game

Add toggles / options for:

time limit
- Overall game time limit
- Individual turn limit
- Time limit for deciding to counter or not
show / hide history
- When hidden, it would only show what has just happened
allow / disallow looking through the scrap pile (enabled in #95 ) except when 3-ing
