Support the RIF 1.2 Format (Requirement Interchange Format) #132

In automotive projects often requirements are managed in commercial tools which allow a RIF export. Using the RIF format as input for OFT would be very beneficial.

I will upload a sample RIF format soon. Need a session with you guys in order to properly create a branch..

Should we go for RIF 1.2 only or should we consider to support RIF 1.1 and RIF 1.01 as well

Since we are doing a clean slate implementation let's stick to the latest.

ReqIF would still be nice, but since none of the maintainers currently works in an industry where ReqIF plays a role, we would need an outside contributor for this.
