Programs hang for around 15 seconds (before Tools menu appear) after clicking Tools from top menu

What steps will reproduce the problem?
1. Clicking "Tools" from top menu
2. Mouse over "Tools" from top menu
3.

What is the expected output? What do you see instead?
Tools menu should be shown instantly after clicking/mouseover instead of 15 
seconds hang/delay.

What version of the Arduino software are you using? On what operating
system?  Which Arduino board are you using?
Arduino: 0022 (Windows version)
OS: Windows 7 Home Premium (64 bit)
Arduino Board: UNO

Please provide any additional information below.
The driver for Arduino Board is installed correctly according to the 
instructions. I suspect it is something to do with the driver/hardware, that 
the delay is cause by the programs communicating/searching for the 
driver/hardware.

I see this as well, with arduino 0022, windows 7 pro, SP1, with an arduino mega 
2560.  It works fine, just takes seems to get into some sort of busy loop for a 
while trying to open the list.

On my old XP notebook, it takes over one minute to start. I think the reason 
is, that enumerating the serial ports takes a long time. Currently I reached 
COM46 because I have done lot's of experiments with bluetooth serial ports.

I actually found the solution for the problem. Simply download the attached 
rxtxSerial-2.2_fixed_2009-03-17.rar, unzip it and replace the rxtxSerial.dll 
file in Arduino folder. More info here:
