Mirrors for the download of teh IDE #589

What change would like to see?

Sometimes the download fails and in such case it would be nice to have some 
mirrors where IDE etc could be downloaded too.

Why?

Convenience.

Would this cause any incompatibilities with previous versions?  If so, how
can these be mitigated?

There has been a list of mirrors on the playground for ages. I suppose it is 
hidden way too well to be actually useful.
