Add options for Spooner Mode to repair and clean vehicles without having to enter them

This is a request for a feature to add two separate options for repairing and cleaning a vehicle using Spooner Mode's "Select Object" menu. It would enable players to fix vehicles that have already been destroyed (and therefore cannot be entered and fixed). Simply setting the vehicle "Health" to whatever maximum value does not repair a vehicle that has already been destroyed, even when it's only the engine health at zero.

Mission vehicles that are destroyed due to bugs are unrecoverable because every trainer requires the player to first enter a vehicle in order to repair it. This feature would also make it much faster to repair and clean a custom garage full of cars without having to enter each one.

I honestly thought this was already part of Spooner, but in testing it looks like only menyoo customs is available to vehicles in the spooner menu. As an easy win, I may just move the repair option into menyoo customs, as I imagine the whole vehicle menu being unavailable in spooner mode was intentional to prevent any weird behaviour.
