UG formatting inconsistency #16

In general, UG looks like it has been written by multiple individuals, rather than a team.

Different spacings, for eg the spacing between the List header and the Listing all Budget & Expenditure header is a lot more than other sections. There are also a lot of random/inconsistent spacings between sections.

Based on the module website, issues concerning whitespace are not considered as bugs, as these spacings in our UG do not hinder the user.
