It works as expected on extend monitor (I can choose HDR for both, or either monitor), but duplicating monitor doesn`t work as expected. Is that a limitation of Windows?

I believe so, I'm not sure you can have two monitors duplicated with different settings (so if one doesn't support HDR, the feature would likely turn off.)
