Usage without the option.txt file #88

I would like it if the driver does not require the option.txt file to exist. Whilst it is good to have to add custom sizes and refresh rates, I would like to be able to have common (or the default) ones by default if the file does not exist as both a fallback, and to make things a little cleaner. Currently i'm focussing on the Windows 10 driver, but I believe this should apply to both.
