Cross compilers exist already for Cygwin to compile Linux binaries, so I can assure you that it's possible. I've never done it myself. If there dependent packages aren't available from Cygwin, you'll have to build them yourself.

I got it running with zero problems using gcc 7.4.0
Is it possible to install gcc-6502 under Cygwin? If yes, how?
