Publication annexed to an issue does not appear in Lists Annexed for that same issue

Describe the issue While migrating issue 1162, an annexed publication added to that issue does not appear under auto-populated Annexed Lists message for the same issue.

When does it happen?

1. Open issue 1162
2. Annex a publication
3. Add Lists annexed message

Expected behavior Expect the annexed publication from step (2) to show up in the Annexed Lists / Running Annexes message from step (3), but it’s not there.
