@opoudjis The docnumber here the OB issue numbers. In addition, the dates like 1.XI.2011 are the publication dates of the particular OB issue. I'd like to confirm that this is intended?

Yes. The dates are going to be added as a separate element, and in fact they are localised differently for each language anyway. The docnumber is always the numeric component of the identifier; we may yet add a prefix to generate a general ITU document prefix.
