Paperspigot does not download correctly for 1.8.8

There's an error when trying to use paperspigot on 1.8.8 ERROR: failed to download from https://papermc.io/ci/job/Paper/443/artifact/paperclip.jar (status=0) the correct url should have a capital "P" in "Paperclip.jar"

I had forgotten about the PAPER_DOWNLOAD_URL option; however, I'll have it fix up the URL for the 1.8.8 version.
