DoS: Support for time based searches #13

Would like to see the ability to specify the time when make requests to the DoS API, this is to support configuration and testing, eg. where configuration is made and you want to test this at a specific time of day (i.e. next Saturday at 2am) to ensure that the configuration is correct and the service you expect are returned without the need to schedule a test and wait for the result. Equally from a 111 or Clinical Hub scenario to determine what services will be available at certain times through the host system
