Scroll up/down command not working on this page

What steps will reproduce the problem?
1. Assign keys to MLB scroll up/down commands.
2. Go to any Confluence-based page, like 
http://confluence.atlassian.com/display/CONFHOST/Example+Confluence+Sites#Exampl
eConfluenceSites-doc
3. Notice that the keys you assigned do nothing only in this kind of website.

What is the expected output?
We should be able to use scroll up/down commands anywhere.

What do you see instead?
Nothing happens when using the keys.

What version of the product are you using? On what operating system?
Windows 7 64 bits with Firefox 9.0.1
