Post metrics to data elements #123

Send some calculations (start time and end time for a page and see if its in the same time period)

of screens how many keys exist in local storage

@sunbiz let me know specifically if there is other data and what kinds we need. I also am not sure what data elements I am supposed to be sending this data to? Although, I am sure the docs on posting data to the web api will have some information about it for me to at least test.

As @sunbiz let me know in the meeting I'll be posting these to App Usage program event and hardcoding the data values by their UID. I'm going to go ahead and get this done
