This is a pull request for issue #47: Update to 2.4.52 for security issues, bugs and improvements.

Reviewing FC Changes between 2.4.51 release & 2.4.52 release:

mod_deflate/core: add two brigade handling correctness fixes; adds patches r1894150 & r1894152
add gate for testing; looks to be for FC build process only
Use NAME for os-release(5) .... this is NA for IUS
2.4.52 Release: updates to 2.4.52; drops a patch for openssl3 (which was never added to IUS); removes patch r1894150

Based on review, I believe that r1894152 should be added to this release.

@SteveSimpson -- thanks for the review and comparison to Fedora's changes. I agree, we should include the r1894152patch. I see you've done that in #49, so I'm going to close this in favor of that updated PR.
