Janus updates - Githubissues

Hey, great to see you updating this project again. :) Had just about decided you'd abandoned it. Heck, I'd be happy to talk about taking it over if you've got other priorities now.

I have another round of updates to how the Janus container is built and ran. This PR:

Updates libnice to 0.1.16 and janus to 0.7.3, by backporting source packages from Debian testing. This helped with assorted compatibility issues I was seeing with Safari, and the janus developers are now recommending libnice >= 0.1.15.
Installs required tools in the janus container to enable mDNS, and adds a separate start script to the container to launch avahi and then janus. This was to resolve issues with accessing the stream from a local Chrome instance on networks with mDNS ( https://github.com/meetecho/janus-gateway/issues/1692 ).
Sets the H264 stream from gstreamer to the constrained-baseline profile. That's the minimum required profile for H264 in webrtc - additional profiles seem to be a bit more hit and miss.

I've been running with this configuration (minus your recent changes to the Docker build) on my in-progress fruitnanny system for the last month or so and it's been stable and happy. I've had a chance to test the following browsers. All but Chrome on Windows are the latest available as of 28th of October.
