This PR adds a new metric, Relative Volume Error.
Relative Volume Error
If the prediction is smaller than the reference, the relative volume difference is negative. If the prediction is larger than the reference, the relative volume difference is positive.
Note: this is a duplication of https://github.com/valosekj/MetricsReloaded/pull/1, which was, however, opened on my fork.
