1. Install Chrome 64 bit from Canary Channel 
http://tools.google.com/dlpage/chromesxs on Windows 7 64 bit

2. Install NotScripts

3. Set password for NotScipts

When trying to allow JavaScript for any website globally / temporarily, 
JavaScript will still be blocked, indicated by the brown "pyramid" in the 
address bar.
