Add melon points #12

Make a Melon Point system that uses an exact phrase: $I give \<\@\d+\> ([1-4]|a) melons?\.?^ for a regex.

How would this work in detail? Can anyone give points to anyone else, without any reason? Are there rate limits? Is there a purpose to having these points? What's the purpose of the system in the first place?
