CMS pages do not correctly show accepted characters

What steps will reproduce the problem?
1. Deploy vosao to a GAE AppID of yours
2. Goto the my.app/cms page
3. Select Spanish from the language drop down

What is the expected output? 
CMS admin pages in Spanish showing "ñ" and acceoted characters "ó" 
e.g. Dialog header
 "Sign in with your"   -> "Iniciar sesión con tu"

What do you see instead?
"Iniciar sesiÃ³n con tu"   where the "ó" accepted character is not displayed 
correctly
