What steps will reproduce the problem?
1. Create a page and assign some tags to it. Save it.
2. Go to 'Content' tab in the admin panel and click page name.
3. The page will be opened on the 'content' tab in the page tabs.
4. Save and/or approve the page.
5. Tags will be removed.
What is the expected output: previously assigned tags must not to be removed.
