Bumped alpine and portainer version #56

Alpine version 3.16. Previous 3.10 code not able to download docker from aliyun mirror any more.

Changed to portainer-ce as the latest image.

The code to use alpine 3.10 causes problem as the packages from aliyun mirror do not exist.

Also changed the code to use portainer-ce which is the community eddition. The previous image stopped updating.
