US: Ability to choose users involved in a bill #2

As a user, I want to tell the bot who to split with, So that I can choose who is and who is not part of the bill.

Acceptance Criteria:

[x] Bot can accept user input
[x] Bot can parse user input to know who is involved
[x] Bot can accept values
[x] Bot can split the cost to each user targetted

Definition of Done:

[x] All acceptance criteria are met.
[x] Code is reviewed and approved.
[ ] Necessary tests are written and pass.
[ ] Documentation is updated, if applicable.
