[BUG] scrolling with a mouse/trackpad is stupidly slow in the IDE #543

when scrolling text or menus in the IDE, it moves at such a snails pace and does not go far either, in which you then have to use the scrollbar to click and drag

i just wanted to leave an extra part to this since it was just me say "WAAH WAAH its slow" so here is a gif shot. this is using both the mouse then trackpad. and im scrolling as fast as possible too. it just moves really slow
