link the originating NVO document #23

Simple Cone Search as an IVOA specification comes from a US-NVO project document. The NVO document link went lost in time. Now that it is available again, it would be nice to have it linked to the IVOA specification. (it could also be nice to preserve the HTML version of the NVO in the repo)
