PR-2020-03-10: Transfer from Volute space. #1

Migrates the Coordinates model from the Volute repository, to GitHub. The migration does NOT include the history of the document, but simply starts with this version.

The initial state is PR-2020-03-10, which is the version delivered for the RFC2 period.
