Current spec allows two ways to recognize an URL as a links endpoint in a table : Resource descriptor or endpoint column tagged with Obscore utype "obscore:Access.reference" coupled with a FIELD or PARAM with utype "obscore:Access.format" and value "application/x-votable+xml;content=datalink". Many data providers are reluctant to deploy such technology outside the DAL discovery services. A simpler mechanism base on the VOTable LINK element could be used. See Pullrequest #30
