The term "access data" is also used in Section 4.5, so should be addressed there too.
Section 1.2.6 of the current draft is titled "Access Data Services" and refers to "access data services" in its text. I seem to remember(?) that "access data" is the old name for SODA.
Access data services as it is presented here is a generic term. It's more general than the standard SODA which is only an IVOA standard defining some peculiar access data functionalities.
Should this section be retitled and reworded accordingly?
I would recommend not changing the title of the section. However the last sentence was written at a time where SODA was far to be completed and not yet renamed. We could fix this sentence. I will propose a PR on that.

In that case the example is clearly for a custom service. Not for SODA
OK thanks. I am not very familiar with SODA and what does or does not count as a "data access" service, so please make or do not make whatever changes you think are appropriate here, I just wanted to raise the issue in case this was an oversight.
