Populate Chandra use cases section #24

Sorry for the delay in submitting this. I've added content for the Chandra use cases section. It is added as an included file, so from here iterations on that content will be off the main file. These are the cases that the Chandra science group worked on defining over the past semester.. there are 8 all together, so this makes for a fairly large section (6 pages) compared to the other mission sections.

I expect we'll iterate to find the right level of contribution.

We can consider in a near future to make a summary if this case in the use0case section and the whole content in a dedicated section.
