Changes proposal to take into account August 29th running meeting

This PR proposes text to solve some issues identified recently in issues and during the recent RadioIG running meeting

• new dataproduct types : the current ObsCore list seems to be insufficient : a proposal is made to solve that
• instrument types, scan_modes and tracking_modes parameters are proposed to tackle various Obesrvation configuration or provenance details
• frequency characterization : solution is proposed to take into account concerns about potential inconsistences with wavelength characterization
• TAP management and standardID for the extended ObsCore list of attributes : solution is proposed as a single table or but with possible implementation as a view on top of two tables
• miscellaneous small changes
  There was a strong demand to tackle use cases and science cases as EXAMPLE ADQL QUERIES with extension attributes. A first proposal is made in ANOTHER PR

The PR now integrates the inclusion of an Appendix.tex file by \input in the main text ObsCoreExtensionForRadioData.tex. The Appendix.tex file contains the uses cases translated in ADQL-like queries
