Header meta-title and TITLE elements are wrong in HTML for SSA v1.1 #11

The headers are wrong for SSA v1.1's REC in HTML:

    <meta name=Title content="Simple Spectrum Access Protocol REC V1.03">
    [...]
    <title>Simple Spectrum Access Protocol REC V1.03</title>

This produces misleading content in browser histories and also throws search engines off track.
