Replace frame enumeration with a vocabulary reference #37

The schema for the system attribute of COOSYS still has an in-schema enumeration. For consistency with other places that name reference frames (and with TIMESYS), the enumeration should be replaced with a reference to http://www.ivoa.net/rdf/refframe

Ah... embarrassingly enough, that's a duplicate of bug #22 that is already assigned to me. Cough.
