Tone down ID/ref positioning advice #39

Rewrite the advice to place IDs before refs, in view of issue #27.

Feel free to merge it as it is, but very frankly I feel that there may not be many cases in which language involving "but there may be cases" is helpful in a spec.

So, if you ask me, I'd say

The relative position of an \attr{ID} and may have an impact on the performance or functionality of streaming parsers.

is already more than enough on this point (and I would probably vote for dropping lines 642-644 entirely if that's an option).
