update VO-DML Standard document to 1.1 #20

There are several updates that are needed/desirable to the VO-DML standard - the most important of which is #18 which would make appendix C normative. In general all issues with the VO-DML Language Tag are worthy of inclusion in a 1.1 version of the standard.

Work has begun on this in the "docupdate" branch, where the standard source has been converted from word to LaTeX.

the work done so far has been merged with the master branch and the most up to date version of the document (still with the same content as 1.0, but with some minor corrections) is VO-DML.md
