re-work includes not to be absolute URLs #3

In several places in the tooling and the VO-DML instance documents there are includes with absolute URLs - this causes problems - for instance now that this project has been moved out of volute, there are many includes that do not work as they reference the old location. In general I think that it would be better if includes only referenced the filename (with no path) and the tooling was altered so that it had the concept of an INCLUDE_PATH such as will standard C compilers

I have done some experimentation with XML catalogues and XMLResolver - however, it is not working as I expect xmlresolver/xmlresolver#51 - so I am unsure about the best approach still...

this is now implemented see catalog.xml as an example of how to set up the catalogue for multiple included models
