Make the logging file location configurable

I finally managed to create an installer of my application, but the logger breaks if its not run as administrator.

So move the logging file location outside of the application folder in Program Files

Apart from making the logging location configurable, I could do several other things:

• Drop logging to a filehandler, so the user only sees things on his command prompt if things go haywire.
• Try writing to the user profile, where I should have write access.

I'm tempted to take the easy way out and simply skip logging if people use it like that

One last note: I think the application has to be restarted, since the logging setup is done at startup and is rather involved, so best be safe and restart
