Add an FAQ #10

Should be available inside the application in english and frensh. Should mention that the RAS team will never call the SAMU (or any public services) if someone is reported missing.

Should mention:

will not call public services, the friends should do it
will never replace a call to 15/112/...
take care of the pseudo you are using (do not use the same as FB for instance).
